When hooked up to shorepower, can you safely leave the water hooked up and running and the outside switch on all the time, or should you turn the water off and also the switch between showers?

Not sure what outside switch you are talking about.  The water system is a demand water system, it only furnishes water when a valve is open.  Open a valve you get water if water is applied, The water heater is thermo controlled.  If the power is on , it heats.  What you don't want to do is heat with no water.

Outside at the water heater there is an on/off switch under the little door that covers access to the water heater. I have a water hose hooked up to city water. The only water I use is for a shower. I have been turning the spigot and the switch on and off for each shower. I just wonder if I can safely leave the switch and water turned on, or if it's a good idea to turn them off when not in use.

I leave mine on when hooked up.  It is thermo controlled.  I have, on occasion shut the water off, when I'm going to be gone all day.  When I shut the water off I turn one of the CBs off, more concerned about a pipe breaking when I'm not around.
